Lawyers need to make an argument.  And I agree with his position.  But the amendment to the constitution was not completely directed towards the DNR.  When it was first proposed, the main target were towards legislators in the MN house and senate.  These politicians were being heavily lobbied by groups like the Sierra Club and PETA to curb hunting and fishing in Mn.  Going as far to imply it was cruel and inhumane to use hooks to catch fish.  If the amendment did not pass, we could very well be dealing with crazy laws that keep getting passed in states like California. 

Or legislators and Governor are as much to blame as the DNR.  Don’t forget, DNR directors are appointed positions.  Completely political.  This BS comes from the top down.  The Governor should be getting sues right along with the DNR.
