But if you leave it out at night it needs a 2in reflector on each side.
If it is a permanent shack you need a license if you leave it overnight, no matter if you fish or not.
The DNR doesn't specify what they mean by unattended (at least I can't find it), but you should be fishing in it or within so many feet of it. If you're sitting in your permanent fishing, and it's right outside your shack you might be covered or you might not.
You can't leave your portable out all night without a license, etc. and leave the lake.

but the way I understand it, is that ANY shelter (portable or perm) left on the ice unattended between the hours of midnite and 1 hr prior to sunrise will need a shelter license on it. Also either your name or DNR number and reflectors and previously mentioned.
You can use your portie as a bathroom without a license as long as you don't have it up between the hours of midnite and 1 hour before sunrise.
Here is the actual reg-
Shelters (fish houses, dark houses, and portables)The following regulations apply to all shelters used on all Minnesota
waters, unless otherwise noted elsewhere in this booklet.
• All shelters placed on the ice of Minnesota waters must have either the
(1) complete name and address, (2) driver’s license number, or (3) the
nine-digit Minnesota DNR number on the license of the owner plainly
and legibly displayed on the outside in letters, and figures at least 2 inches
in height.
• A shelter may not be left unattended between midnight and one hour priorto sunrise unless the shelter is licensed.

I did call the DNR in St.Paul and according to him he said as long as there was no holes in the house FISHING HOLES that it didn't need a tag, As long as there is reflectors on each corner so people can see it at night. Maybe i'll just buy a tag for $12.00 dollars just to be on the the safe side, Seeing there is a question. Unless someone Knows for absulutely sure!! Thanks! Bill
if there are no holes then you dont need a tag just the reflectors. if there are holes then you need a tag if it is left overnight unattended meaning you are not within 200 feet of the structure. if its not unattended and is classified a portable then then you dont need a tag. hope this clears it up.
